The same is true for other measures that are not directly related to the social security program and are thus not the direct subject of the Social Security law of 2005 (4). The definition of what is included in social security is also subject to revision, since it was drawn from a list of proposed amendments made in 1996 (5,6). Thus, the definition of what is included in social security differs from the definition proposed by the Social Security Commission and that proposed by its chief, the Minister for Economic Affairs, and proposed by the Social Security Council (and adopted by the Commission) as well as the definitions proposed by the United Nations High Commissioner for Refugees (7). Finally, the definition of what is excluded or treated differently by Social Security was drawn entirely from the list of proposed amendments that was submitted to the Social Security Commission in 1995. The definition of what is excluded differs, therefore, from the definition of what is included and may be in any of three different positions. One position is that the definition is in some respects not limited to a limited and limited list for national pension obligations, since the Social Security Act establishes national accounts and allows the federal government to cover more (8–10). One position is that the definition allows for income exemptions, because income is generally recognized as being taxable income. In this third position, the definition is subject to revision if income is not included in the income account of the Federal Social Insurance Fund because an income exemption does not apply to the amount for which that amount is exempt under law (11); indeed, this position, as well as the position proposed by the Commission on the possible amendment of a single income exemption per year for retired or disabled members of the Armed Forces, are consistent with Article 21(6), which provided that the total income of the Federal Social Insurance Fund may be exempted from the income tax if that income cannot be deducted from an eligible pension or income-related contribution in a Federal tax year (13). In August 2017, the Namibian Federal Budget increased funding for the reserves with the addition of $23 million, to create new banks, in addition to the existing Reserve Bank, and the Department of Agriculture, Mines and Water for the country's mineral resources, to provide access to new mineral projects. Treaty Namibia's federal government has issued a request for ideas to build on the Namibian Constitution's protection of land rights of tribal peoples and the rights to natural resources in order to provide additional development opportunities for the Namibian people.
